One governed picture of the country.
A ministry rarely lacks data. It lacks a shared state. Operators, registries, official series, and field networks each hold a partial account of the same country, on different clocks and under different identifiers. Reports arrive late because the picture has to be rebuilt by hand each time.
Eye of Sauron connects those systems without replacing them, resolves identity, geography, and time across their records, and maintains one live national state. Every value remains linked to its origin. The infrastructure can run inside the government’s own boundary; Chef Systems supplies the command layer, not the sovereign data.
The country is already reporting. The signals are simply divided.
Every system used to operate public life is also a sensor: an operator network records supply and demand, a registry records authority and ownership, a ledger records movement, and field telemetry records the physical world. Together they describe the state as it actually is.
Eye of Sauron accepts those sources as they are - streaming or batched, modern or legacy, supplied by Chef Systems or by another operator. Standardizing a generator can improve resolution, but the command layer never depends on owning the systems beneath it.
